| New Work
- Sheath openings require protection from sunlight, moisture,
birds, rodents, dust, etc.
- Improvising temporary protection (i.e. garbage bags, vinyl
tape, plasctic tarps, oil cloth) wastes valuable time and materials.
- How long do improvised wraps last?
- How long must they last?

Maintenance
- Pedestals, repeaters and cross connects are damaged every
day by cars, mowers, construction equipment, snow plows, firearms,
lightning, etc.
- Poorly closed pedestals invite conductor damage from rodents,
birds, insects, UV exposure and moisture.
- Repairmen finding damaged peds are unlikely to have time and
proper materials to make permanent repairs.
- Pedestals are rarely replaced on "first dispatch."
